So tried to tinker with my bike, long story short, fork fell out, I'm just wondering which order these two rings go and which way up the split ring should be

Left goes 1st to help preset the bearing, right goes second to space it from the headset upper cover
Tapered portion slides in first
Tapered then the the flat whasher/shim
