Riding it is okay, gently, back home.
I’d say weld it back up or have somebody who knows how to weld do it. I got my bike welded 2 times. It gives it character

When I was 11 or 12, a buddy of mine had a BMX bike with the top tube disconnected from the seat tube. He slipped on a curb jump and landed on the top tube. Got his taint pinched and stuck in the gap. Good times.
