Asking here for opinions on rust. Is this structural? Easy to clean off and seal away?
Bike is basically free, and has no broken parts. Just needs a clean up, new tires, and new bar tape.

spend 50-60 bucks more and find a good project bike on craiglist or at a yard sale that isn’t rusted to death
