Found this Raleigh Capri for dirt cheap today, is this worth trying to mod? I haven’t ridden in about 10 years, but I like tinkering with stuff like this.
I sont think it’s worth putting different components on it, but it would be fun and informative to take apart, clean, grease, reassemble

You have the dreaded 26 TPI bottom Bracket. In the old days it was possible with a good deal of luck and elbow grease to “chase” these threads to French (35 mm X 1mm (25.4 tpi)). That is pretty much over. The right way to handle this is with a cartridge BB.
Looks very crusty; you would have to invest some time and elbow grease as well as some tools, and the consumables like cables, chain, tires, tubes, brake pads, bar wrap, a decent seat, etc, will run you over $100 minimum
I would have to see the frame up close but it could be worth saving to combine with a future parts bike, or make it a singlespeed, something like that

Get it working and ride it. Then decide if you want to mess with it or keep it as a spare.

Clean and repack all the bearings, Replace cables, Modern dual pivot brakes. New chain and tires, tension and true, maybe brake levers, a roll of cloth tape and 8 coats of shellac and it could be sweet.

The biggest downside 27” rims has very limited tire selection. If that dosent bother and you like working on bikes go for it.
My favorite is put some flat or risers on. (Will need correct levers) Convert to 1x. Ride around pretending you are snobby British lad.
