You probably need to replace it
The bushings are worn (assuming you tightened the screws).
Get a new set of pulleys in the appropiate size. (Deore LX 7 or 8 speed?)
They’re a little worn, but the top pulley should have some side to side movement by design, to help it center on the cassette.
Can’t see the bottom pulley but that top one looks badly shark toothed and needs to be replaced.
