    Nice set of brakes! Had the same years ago.
    Anyway, I don’t think it’s a problem because there’s only a spring inside.
    Possibly the screws are to long. You can try to add a washer between the pivot points on the frame and the brake and/or between the screw and the brake. Otherwise I wouldn’t bother about it.

  2. What is the actual issue that you’re trying to repair? Did the brake pads not move far enough rom the rim? If so, you may have installed the brake pads wrong: as you’re using V-Brake brake pads, they have a 2 sets of concave/convex washers, one is thick and the other one is thin. It looks like the thick one is installed on the inside, moving the brake pad very close to the rim. In order to gain more distance from the rim, swap the inner and outer washers, so that the thick pair is on the outside. This way, the brake pad will have more distance from the rim.
