I appreciate it's difficult to tell but I'd like to upgrade to a pair of 38c Gravel Kings but I'm wondering whether it looks like they'd fit the frame/brake clearance. Current tyres are both 23c and the front Mavic rim has a sticker which says '622×13'. The rear rim is a NoLogo deep dish. Many thanks.

No, even 28 would be a squeeze. Only if you’d be able to convert to cantilever brakes there would be some room but I feel that 38 tires would not fit between the chainstay tubes. Also those rims would be way too narrow.
It’s near impossible to tell from photos. The chain stays are usually where you’ll run out of space first though.
If those are 23s, I’d say you’ll be lucky to fit 28s and 30s are probably out of the question. That’s just too much of a narrow frame. In general older road and track bikes aren’t too flexible on tire width.
Nope, there’s a reason why most road bikes are now disc brakes, they allow wider tires, rim brakes don’t allow that. They were also made in a generation when they thought narrower=faster.
I put 34s on my rim-brake road bike. When putting wheels on, I have a hard time getting the tires past the brakes without deflating them first, but I can barely do it.
38s would be horrible.
