I don’t know about the rack, but the seat stay ones are likely for a ring lock.
Edit: upon looking at the page on their site, the rack ones look to be for the optional “luggage stop”, basically a tab that sticks up to stop top mounted bags from sliding forward.

One looks to be for a lock and the other at the top for a ‘luggage stop’ option
