Looks like glue residue and surface rust. I’d clean it up with some 240 grit and run it.

Looks like it’s just surface rust. You can clean it up with a wire wheel, scotchbrite, steel wool, or fine sandpaper. Then use a light bit of grease when reassembling.

Scotchbrite pad & some WD40 ( wear rubber/nitrile gloves), smear with waterproof grease when assembling.

Evaporust on a paper towel. Wrap it around the steerer, then wrap that in plastic wrap. Will eat the rust but not paint and will save you some work.
