there’s a packaging piece, made of plastic the size of the rotor that attaches to the axle. looks like it broke off, and that’s what you’re seeing. use a skewer, or similar from the other end to push it out. sometimes it can be stubborn to get out but it’s only held in there by friction.

Looks like a qr with some gunk stuck to the hole. Would try pushing it out with the axle from the other side.

This is why sending boxed bikes straight to the consumer is a problem. Your average consumer currently doesn’t have any idea how to use tools or assemble anything. Not we get to watch this person tension cables and make sure derailire limits are properly set. And of course the brakes and wheels and tires.
Edit: and also take it out on the road to see how fast it can go.

That looks like the metal has been peened over. It’s hard to tell from the out of focus photo.
I’d be sending that back. Got what you paid for, a cheap ebikes with zero quality control.
