I'm trying to add a bike rack and can't tell if the little black knobs are my seat stay mounts. I started to pry them off but they aren't coming off very easy, so I wanted to make sure.

Yes, those are rack mounts.
If they’re usable for your rack, they would be threaded. Can you unthread them? What type of bike is it?
