I was recently hit by a car and my front wheel is bent like this. I hope it's possible to truing, but would it be better to change it to a new one? If so, would there be any second-hand wheel can recommend? The model is public c7. I'm a beginner rider, so I don't know well..🥲🥲

Save your money on the truing. You’d only be able to make it negligibly better. You need a new one. A new one will run you about $75.
It would probably be cheaper to buy front wheel from the marketplace than to get it serviced from the shop. Check the wheel size. It is also great to know how to change tire if ever you get flats
Just the tire size should be good enough. If your tire is a 700×40 then 700 is the wheel diameter and 40 is the tire width. All you need to know is the wheel diameter. It would also be helpful to bring the bike so you can make sure the axle spacing is correct.
