Are there any lights or mounts that would fit a small diameter? I have two bontrager lights one with rubber and one a screw mount but neither can fit something smaller than the usual handlebar diameter, the light would fall off if I try. I’d like to put a light here where I circled in red and unsure my options

This is called the crossbar, try searching crossbar lights.
I mount my light next to the stem on my 4-piece.
You can just use a strip of rubber as a shim. Lots of lights and various mounts come with little pieces, or you can get varying thicknesses at a hardware store and cut them.
