Grab the axle with a 10mm wrench and rotate it clockwise from the drive side to free it up – it’s wedged

What you may find is the hub was too wide for the frame and it’s been forced in. I wouldn’t take it out. You shouldn’t have to take the wheel out to change the pads. Can’t you undo the calliper?
