This was someones race bike. Do you fit it? Are you racing? Will you train with a power meter? Slammed stem gives you no adjustability in the stack height. White saddle is probably junk that the owner swapped to so they could keep their saddle. Both are negatives. The Rotor chainrings might be a few teeth larger than stock, good for top end speed on the flats. Not so good for climbing for most people.
If you are new to bikes, that price is within spitting distance of carbon 12 speed 105 bikes. Probably with more basic wheels and no power meter. I believe a new bike would be a better fit. Wheels are an easy upgrade later.
If you have some experience with racing, you intend to train with power, and most importantly the bike fits you I could see a reason to get it.
What group set? 11 speed? Is the power meter left only or dual sided? Shifters are giving me 11 speed 105 vibes. The one picture is not crisp so it is hard to say much about the condition. It is difficult to fully comment on price without specs. In general find out what a complete service on a hydraulic road bike goes for in your area. It can be more than a few hundred dollars. If the bike has not had regular service I would expect the seller to foot the majority of the price. Worth seeing if any shops in your area do purchase inspections. Spending something like 50-150 on 3k is a good value.
