118 stands for 118mm spindle length
CL21 means the spindle is slightly off-center i.e. 21mm from the right (five side) cup to the tip of the spindle.

You could replace it with this:

Or even upgrade to something from Shimano like BB-UN300. Just look out for the spindle length (118mm +/- 1mm)
