partypooper here. This frame is unfortunately damaged, so it is doubtful if it makes a whole lot of sense as a project.
In detail: this bike was involved in a frontal collision and the front is bent towards the rear wheel. Both fork and frame show signs of this collision (wall, curb, and so). It is not economical feasible to have this repaired.
What you can do: take frame and fork and create something else, a lamp, a piece of art for a wall, bar stool, and so on.

It might just be the angle but, as others have pointed out, the fork looks too close to the frame which could indicate a front end impact
Take a look around the head tube where it meets the bottom and top tubes to see if there is any damage like a crack or if the metal has buckled
From my POV I don’t see any damage aside from the rust at the head tube, that’s why I think it could just be the way that the wheel is turned slightly against the wall

Do check the frame carefully. My 1st area of concern is the rust at the head tube/ down tube. If it’s superficial no problem. It it is structural then a wall queen for decoration to honor your Grandfather

If that frame is problematic this is your chance to find another old road bike (might have to be french) and combine all the best parts
Try not to get a third parts bike because then you’ll inevitably need a fourth one to use the sum of leftovers from the first three

It looks like the front wheel is the wrong size for the bike: the brake pads are adjusted all the way at the top of their range, and look like they’d only partially contact the rim.
The real wheel seems well-fitted in this regard, so my guess is the bike originally came with 700c wheels, and the front wheel was swapped out for a 27″ wheel (slightly larger diameter, which would cause a mis-match with the brake pads).
It’s also possible the front wheel is 27″ and the front brake caliper was replaced with one meant to fit 700c wheels. It looks like a cheap, flimsy part, and also possibly bent / messed up.
The fork looks bent to me, too – but even if that’s not the case, there’s some weirdness going on at the front end of this bike.
