Those are old 90s era bar ends that have been moved up the bar. You can likely get them for free by pulling them off an old mountain bike. I have a couple of sets in my parts bin too.
Kinda looks like a Ritchey Kyote with generic bar-ends in the middle.

Damn that’s one good looking bike! As others have said, those are just older bar ends on Kyote bars.
