Some panniers are designed so that the back stays somewhat stiff. My ortlieb panniers are like this– I couldn’t imagine any way for the bag to rub on the wheel or get tangled, with your rack setup.
Unless you have extremely short panniers, they won’t be able to hit the wheel because the rack support and fork are in the way.
