Maybe the shorts are not too short, but your legs are very long. have you considered it this way? haha just kidding. I mean if they are comfortable to you, they are fine.

Totally personal preference, but I would say yes, too short
On the first picture they look like speedo’s.
A little short imo. Not unwearably so though. You’re fine.
