I think it’s a loose headset. Turn the bars 90 degrees to the left or right and apply the brakes. Rock the bike forward and backward to check for any play between headset stack and headtube. Putting one hand here to feel for it helps.
Turning the bars 90 degrees helps to eliminate if it’s play coming from your hubs or axle.
If it’s your headset, then loosen the stem bolts, and tighten the top cap to preload the headset until it’s snug and the rattle goes away. Do not overtighten the top cap bolt. Then cinch up the stem pinch bolts to hold the preload in place.
Sidenote: Sometimes the stem may be butting right up to the top of the steerer tube and you cannot get proper preload. Then a 5mm spacer between the stem and top cap to create a gap helps.
