Not for more than $20. And be wary of stuck bits. It’s a bit odd that someone took the time to remove the headset, but not BB or seatpost (if you’re gonna strip it down, why stop at 2 easy pieces if they aren’t fused)

Haha saw this on FB marketplace but saw quite a bit of rust in the pictures. Just sounded like too much work for me at this time.
Also saw this on facebook. Only thing that would lean me towards it is the fact that 20″ and above frames are hard to find.
As someone that had to use a plethora of non bicycle specific tools to remove a stuck BB, this is a hard pass as that BB had to be left in there for a reason.

If the frame is straight and the parts come off, then yee-haw! 26” steel MTBs are a blast.
I’d see if there’s enough dropout length to make it a singlespeed.

I believe that’s a Taiwanese triple butted steel frame. It’s one of the nicer steel frames you can get before getting into pricey territories. I bought one complete with all it’s original parts for 75 bucks, if that helps you gauge pricing.
Really wouldnt spend more than 40 MAX for this and that’s only because I have a substantial parts bin.
