I have this Schwinn cargo rack I got from walmart several years ago and I want to use it for the paniers my brother gave me but I've lost a lit of the hardware for it.
I found some nuts and bolts that fit and are relatively new, but I cant for the life of me figure out what could replace these little gasket rings that fill up the extra space between it and the seat stem.
I tried filling it with foam shipping material but it just slides around way too much.
Does anybody know where I could get some replacements for these rings so this rack isnt flopping around like a fish tail?

    Short answer: Those are called shims and you should be able to find a compatible part at any local bike shop.

    Long answer: A very cheap rack that mounts to rack mounts (if your bike has some) instead of the seat tube would be much lighter, stiffer and not that much more expensive than a shim, the necessary bolts and the time to install that seat rack.
