Thats a really unique frame. And in my opinion quite beautiful. Just a guess but I’d say that’s bespoke – hand made. But the maker would have left a signature/stamp/makers mark somewhere

It’s a Schwinn. 2001-2 homegrown made at the anodizing facility in Portland. Not sure who did the paint that’s custom.
