rim: Shimano rs100, 17c internal width. Tire: Continental Grand Prix 30c at 62psi, 200km. inner tube: 28-32c. The tire is acceptably tall but I am just worried about it's width. I have tried a Victoria 28c tire on the same rim and it went to about 31mm thick.

internal width might be the factor here. 19mm or 21mm are more common.
