following because I’m interested in learning more. I’ve heard these can sometimes mushroom or peen out at the top of the post from the bolt being tightened. Not sure what the solution is, unless just a little more force is required somehow. If nothing else works, maybe a small gear puller could pull it off?

There are usually 3 holes that the spring fits into on the post, if you put it into the top one it’ll have too much tension. This might be your issue.
Regardless, remove the brake arm and inspect the post

Might not be cheap, but a bearing puller might do the trick. I had a similar issue getting a wiper blade off of a car. The bearing puller did the trick.

update, i got it removed from a local bike shop, apparently the pivot point is too big for the hole of the v brake arm, i sanded the pivot a little bit and now it goes in smoothly
