11 speed Deore on a 90s Frame.
There’s an another B screw stopper on the derailleur screw in addition to the stopper on the derailleur hanger for this old GT Frame.
Redundant or leave it on?
Also, how much space to I need between the cassette and cable pinch bolt?

All deraileurs have that leave it on
Also the chain pulls the deraileurs cage forward so you dont need to worry about space between the deraileur pinch bolt and casette
A lot of Shimano derailleurs are like that, it’s designed to work like that so 100% leave it on.
It’s so the screw can chew up the integrated tab on the derailleur instead of chewing up the non-replaceable tab on your frame.
