Definitely not too short. Looks like its either correct, or a bit too long. But its a road bike so being a bit long is probably fine.

Sometimes you have to cut a chain like that with sram 12 speed road. I’ve had bikes out of the box that shifted like junk because you had to cheat the B tension to pull the slack out. You take a link out, and it looks like that. If it shifts solid and isn’t wrenching the derailleur to change into the last cog and you have a proper B tension gap between your last two cogs, I’d run it. It’s technically cross chaining anyhow.

I would pedal it forwards and backwards in the stand, and if it looks ok, you are good.
As for the crosschaining experts, yes, you shouldn’t use this gear but it does happen. Sometimes riders make mistakes, and a racer may certainly shift into this gear if he is on a rolling course.
If in the stand, this chain length will cause a problem then you should lengthen the chain. Otherwise a little stress should be ok.
