Eeeeeehhhhhhhhhh. Touring bikes get overvalued but if you find one you like they can last forever. It’s a wash depending on how bad you want the bike.
That’s awfully close to the sticker price of the new bike. Is it exactly what you want, and in new condition? Are the bags and rack the ones you would buy?
1. Is the price fair? It’s a fair price if the bike and its components and accessories are in excellent condition. 2. Is it the right bike for you? Is this the bike / size / setup / accessories that you want? Only you know the answer to that. 3. What are you trying to achieve by offering less? Can you not afford $1800? If so, offer less. If you think the price is unfair – point out why and offer less. Are you just trying to “win” the contest and get a bargain? Shabby, but you do you.

Any bike is a touring bike if you’re brave enough
You should be able to get a good bike new for that price. Don’t know if they have Decathlon near you but they sell a fully equipped touring bike for 1.5k for example.
