Hi guys, I recently bought a 16 inch folding bike with stock Shimano Tiagra RD 4700 GS (medium cage), the thing is the cage extends so far it is so close to the ground. Sometimes it gets scraped when I went over bumps or uneven surface or evem when i turn right. Is there any modification that I can make so that there is more clearance? Other than swaping it for a short cage version.

Sorry not very constructive, but no, not really. Short cage is the way to go. Doesn’t look like your cassette requires the long cage, but then we can’t see what you have up front.
You need a short cage derailleur. If you have road brifters, you’ll have a harder time finding a short cage derailleur that’s short enough for smaller wheels.
The go-to ones with mtb shifters are Shimano’s downhill specific drivetrain(Saint and Zee-discontinued) for 10 speed.
If you’re okay with 8 or 9 speed, you should be able to get Microshift’s kids bike specific derailleurs. I don’t recall Microshift having any 10+ speed derailleurs with extra short cage.
I think my 20″ wheel bike RD gets even closer to the ground, and it’s never, or at least rarely, touched the ground. Guess I’m lucky?
Get a microshift kids derailleur. Problem solved
Wrong rear derailleur! There are specific for that wheelsize
