That’s just bad luck or a bad strip. If you use a double layer that should prevent the problem from re-occurring.

Replace rim tape with a new one.

Take extreme care for correct width.

Use caution when installing, e. g. only soft tools or your hands (with gloves).

    Labelled side faces outwards.

  3. That’s not really rim tape. Tape would be the sticky plastic stuff that you use for tubeless. I’d have called the thing in the picture a rim strip or rim protector.

You shouldn’t need to put anything underneath those. They’re there to protect the tube from the ends of the spoke nipples.

If yours has torn on a sharp bit in the rim or on a nipple/ spoke, you’ll want to address the sharp bit otherwise it’ll puncture your tube.

I only have 2 bikes in our fleet of 14 that are not tubeless. TBH I replaced the rim strip on my 2010 Roubaix clincher rims with tubeless rim tape. It stays in place and is way more puncture resistant. I recommend you do the same.

There are a few reasons that rim tape can wander and allow the tube to be cut by the spoke hole. Improper rim strips are a major culprit. Matching the width of the tape to the tire bed width is essential. Matching the appropriate rim strip type is also crucial.

Like many, I have been running tubeless for long enough to have forgotten my rim tape tricks and tips. I do, however recall running Velox on all aluminum extrusions. Velox tape comes in many widths, and it is backed by an adhesive compound to mitigate drift. At higher pressures this is important.

I am not familiar with a “jiguer” tire, and you did not specify which Alex rim you are mounting this on. My advice here is: each tire and rim will come with its own maximum pressure recommendation. Do not exceed the lower of the two numbers! Your tire may be rated for far more than the rim, but the lowest rating is the one that you need to heed.

Lastly, if you have a cut on the rim strip, it means that there is a burr somewhere that caused the gash. Finding that burr and smoothing it out will also be essential. (Though proper rim tape is pretty thick, and it might never be an issue when applied.)
