I installed a new 1x 104 bcd chainring recently and it creaks like crazy. The older 30t chainring was threaded and I used the botl directly, this one is not and I am using the bolt/but assembly for 1x. The problems is, I can't seem to tighten them. The bolts spin and wont tighten even with the chain ring but wrench properly in place. It almost seems like the bolt is too short or something. All four bolta are like this. They hold the ring on, but you can still spin the bolts/don't seem tightened all the way.

It’s difficult to tell from this angle, I’d like to say this is not for a single chainring but for a double. So yes, it would be too long and won’t tighten down.

You need a chain ring tool to hold it while tightening.
Your bolts may be for a 2x.
You may need a spacer to use it 1x
A couple things:
– the chainring bolts could be bottoming out. Stick the female end thru, if it comes out the other side, they’re too long.
– if the chainring bolts aren’t too long, it could be you need some sort of tool to hold the non-Allen key side. They do sell a tool for that but sometimes you can use a flathead.
– if you order new chainring bolts, be sure to get the ones that accept Allen keys on both sides. Way better.
