Neither appears significantly better than the other. Pick the one at the price you want or whichever looks better to you.
The bike whose frame fits your size.
I would buy something without suspension fork for city riding. And most importantly it needs to be your size. From photos you cant tell much but Giant looks in better shape.
If they both fit, I’d get the Raleigh. But they’re basically the same.
