It is not a good commuter. It is still a functional road bike. Important things to check are shifter functionality and that the seat post moves. The previous owner was too small for this bike. There really should be an inch or more seatpost showing.

It’s lacking rack mounts one typically uses for commuting, so not ideal. It is a decent road bike for pleasure riding. As another said, make sure the shifters shift consistently, as it won’t be cheap to replace.
