I got a 2nd hand bike and i saw that the rubber has been teared down and is rubbing on a metal part. It is hard to pedal and needs to be replaced.
I just don't know what the exact thing is called as google is giving me different answers. Also need advice on what tool to use to take it out and put the new one in. your advices are highly appreciated.

It’s a chain guide pulley.
Chain guide pulley, the chain should pass below it.
Uninstall the pulley, move the chain underneath it, and reinstall the pulley above the chain. It shouldn’t touch the chain. It’s there to keep it from bouncing off the chainring.
