I have this Fuji Delray and unsure how this cover comes apart. It is in great shape and I don't want to damage anything. It almost feels like plastic and there are no obvious tool slots.

pop the steerer off and use a band wrench to twist\-off/unscrew the cap and pre load
Are you attempting to remove the stem, the headset, or both?
