The exterior hex is 16mm and it’s for some of the caps and fasteners on Race Face cranks.

Probably to remove the “self extracting nut” part of the self extracting bolt (on crank arms) . Adapter because a lot of people have 8 mm Allen/hex keys but not the much larger size needed for much larger Allen/hex sizes .
