Did you maybe repair it with a patch where the hole is? Patches don’t really stretch as much as an inner tube, I’m wondering if the tire is seated wrong or inner tube is a little twisted.
Just a guess though. Ignore if tubeless lol

That’s exactly what happened to my bike tyre last month. Turns out it’s the rim and the tyre. I got both replaced. Take it to the workshop.

cheap CST tire? I have seen this happen to a 5-7USD tire from Shopee many times…take it off, replace with something better, and continue rolling~

The casing underneath the rubber has split. You will be able to see this if you take the tire off and turn it inside out. Unfortunately, you can’t fix this. If the roads you ride are particularly rough, you could consider replacing it with a tire that has a two ply casing.

Replace tire. You do not have a lot of tire clearance to begin with.
