Nothing really. The plastic disc is just a safety separator for the chain and spokes for if the bike is poorly maintained and the derailleur ends up shifting the chain into the spokes due to set screw and shifter not being adjusted properly. Most people with nicer bikes remove this anyway.
When I work on friends’ bikes I leave or remove it depending on how careful I judge them to be about their stuff. I leave it on most kids bikes.

How did that j bend on the inside spoke get cut that deep?!
This needs to be fixed, you have two damaged spokes and looking at the condition of the hub and the rest of the spokes, I would not be surprised if other spokes will be damaged due to the uneven pressure on them (as some spokes are gone).✌🏼

I broke a spoke of my bone stock 1993 Giant Allegre. I took the back wheel to Zummo’s Bicycle Co-op in Berwyn, PA. For $35 they replaced the spoke and trued the wheel in one day. I live seeing all the middle and high school kids doing repairs and bicycle detailing.
Your broken disc and spoke replacement shouldn’t cost much more.
