Both of my fenders bars have been pushing itself to the right where they are rubbing against the wheel. I took it into a shop twice and they just lifted the fender in the back wheel so the main part doesn't rub on it. I just wanna know what I could possibly do to fix this or do I just gotta deal with it and replace it.

Fenders, especially the ones with thinner stays like this, can bounce around a lot and you just gotta bend it back. Like literally just put your hands on it and force it the other direction, sometimes bending the opposite stay a very little bit.
You could try adding a washer between the frame and the bar of the fender where it mounts if you have a long enough bolt, or slightly bend the bar of the fender where it doesn’t hit.
I would remove the drive side fender stay and twist the eyelet forward slightly. Use a screwdriver or something that fits inside.
This should put more pressure on that side of the fender and hopefully push it more centre. They can be finicky.
Has the shop checked whether your wheel is correctly dished? I’m just wondering whether it is not the fender being out, but the wheel…
Fenders often need adjustment. Be courageous and bend them to your will. It’s the price you pay for staying dry, while the fenderless riders bear a “skunk stripe” up their back.
