Never had pedal issues before so I’m completely lost. Just need some advice is this okay to ride or should I switch as soon as possible. The other pedal isn’t like this it’s completely fine. Any help and advice will be really appreciated

It may be annoying, that the pedal wont spin, but its not a huge issue. Maybe you can get the plastic piece out with a corkscrew to loosen the bearings a tiny bit.
Better to just replace em. Bearings are shot.
Pedals are cheap enough but you can always clean out the bearings. A hassle though but here’s how to do it:
Take the pedal off the crankarm. Remove the plastic cover on the side, it’s in pretty deep in yours. A needle or flathead screwdriver gets under the cap and pops it off. You’ll find smaller nuts and larger cones. Screw them off on the non-spindle side. Watch out because loose ball bearings will fall out, expect 8-10 of them. Now you can take the pedal axle out, another 8-10 balls will fall out. Clean the balls or replace them, clean the cones. Use a thick grease to grease cones and balls. Reassemble.
As I said, quite the hassle, but worth a shot if you can’t buy pedals on short notice.
