Been noticing a lurch and knocking when I'm riding. No amount of preload or stem adjustments could help me get the sounds to fully disappear.
Upon deeper inspection today I found this piece broken apart by the bearings. In the second photo, I found it inside there.
With the piece out, the stem/fork wobbles freely with preload so I'm assuming this piece is designed to keep the form from moving?
What is this and how do I replace it? Can I also purchase a better solution than whatever this is?

I’m delving into the realm of speculation here, so I’m hoping someone with actual experience with this clears it up. Since you didn’t bother to even tell us the make, model, or year of your bike, I’m gonna guess it has hidden brake and derailleur housing, and that broken part is meant to route your cable housing around the innards of the headtube.
Long story short is that something is obviously broken in your headset system, and you’re likely going to need proprietary parts to fix it.
Cable routing ring for internal routed cables?
