What kind of screws/bolts are these in the bottom of my fork?

The suspension of a used bike I bought was not working well, and I wanted to disassemble it, but got stuck before I even started.

Tried to put all kinds of torx and Allen keys there but no luck.

To me these don't look removable at all?
