The plastic thing was just a dust cover. It’s not necessary. If you google “dust cap for three piece cranks” you can find something. I wouldn’t worry about it myself.

You can replace the bolts and caps by searching on Amazon for “2 PCS Bike 8mm Hex Crank Arm Fixing Bolts with Caps.” I wasn’t able to find the caps separately but I didn’t look very hard.

Usually it’s just a plastic dust shield, you might be able to buy them as a standalone, but I have only seen them included with replacement crank arm bolts. There are also ones that thread in via two holes using snap ring pliers. These are self extracting caps so when you back out the crank arm bolt, it pushes against the cap which makes the crankarm pop off without using a crank puller.
I would just search for “square taper crank dust shield” or something like that. A lot of them are caps that cover the whole thing instead of just going around the bolt.
