If it were me, id ditch the clip on fenders and throw some full fenders at it with mud flaps, mount a Wald half basket on the pizza rack, switch to bars that are slightly swept back (silver) Maybe colour match grips and with a new saddle in gum brown colour and final touch with some fly MKS pedals

Maybe a different saddle or grips, you could clean up the frame/tires. Maybe one of those dangly reflector off of the back of the saddle. For the record I don’t think it’s an ugly bike, just well loved

As it’s your commuter (I’m assuming), I wouldn’t recommend changing the saddle just for looks, however a slim low profile saddle would probably look killer on this with the ass savers. Just making it look a bit sporty
But again, comfort is priority and I think your bike is one cleaning away from looking good

Only thing I dislike visually is the stock looking stem and handlebars. There’s nicer looking stems and more comfortable handlebars out there.

Get rid of the drink holder saddle bag, and get some bottle cages or a basket for the front if you need to carry regular water bottles. The fenders aren’t visually appealing, but if you need ’em, you need ’em.

Full fenders, black or silver, they take up some of that blank space behind the seat tube. I prefer black cable housing because it kind of disappears, rather than creating busy lines around the outside of the frame. Definitely one bag color, personally I go for neutrals and blacks. Also black wall tires. And maybe a wider handlebar with some sweep. Or, ride it loud and proud as is!

I would go seat post and saddle first. Finding a one piece seatpost not your curent pillar seatpost style. Beyond this swapping the stem for something nicer. And a general bike clean. Btw love the clip on rear fender, not a big fan of the clip on front fender.

I personally think the personality of a bike comes largely from the profile of the saddle and the bars. Swap that saddle for something with some verve.

I think it looks like a great bike, but maybe velo orange hammered fenders, some more elegant stem/handlebar/levers combo, brooks saddle..Those are all pricey upgrades, I’m sure there are more budget friendly options

I’d swap the saddle and handlebars. IMO a more sleek looking saddle can really make a bike look great – if it’s comfortable for you, of course.
