  1. The hole is a water draining hole for your rim. If sealant is leaking from there, it means it’s likely leaking from your rim tape, not because of that hole.

  2. I would just ride it as is and keep am eye on that hole. If you see any cracks emanating from the edge of the hole than you are on borrowed time. No real way to repair it that I know of. You can always put a dab of epoxy on the inside of the hole to make the rim airtight again.

  3. This is a drain hole that was present since manufacture. I double down on the comment that a sealant leak from this hole means your tape job has a defect somewhere.
