I think it’s to clear muck off the tire but I could be wrong..
Tire saver. Mostly used for tubulars.

Function is as noted by other commenters. Popular in the 1970’s when tubular tires, also known as sew-ups were common on racing bikes, from entry level to professional. The term ‘road bike’ was not as widely used as it is today.
