Bro why does this happen it's wasting my tpu tubes and it's not cheap. I've set up 2layers of rim tape and yet it still blows through , the hole there isn't the valve hole.

Not a lot of information to go on, but I would suspect the rim tape you are using (even with two layers) is not good enough. Given how expensive TPU tubes are, I would spend a bit more to get a name brand quality rim-tape and re-do that as a troubleshooting step. I have a feeling it will fix your problem, good luck!
Had the same issue, now I have 3 layer and no more issue. Waiting for my thicker layer and I’ll swap. Those red layers are pretty thin

you can’t use a rim strip like that on a double or triple wall you have to use rim tape
