When I twist the nut, the whole bolt spins, so it won’t loosen.
I tried putting penetrating oil in the nut/bolt connection point , no luck
I tried to hold the bolt head with pliers while loosening the nut , it just slipped and spun
I tried to cut a flat head screw slot in the bolt head, I could get decent purchase but the twisting of the bolt from the other side was too much force my flat head screw driver to counter
Other ideas ?? Thanks

Just use the middle opening to cut the bolt in half.
1 – Impact drill to remove the nut. Might need some vise-grip to hold the head of the bolt if the nut is still holding on tightly.
2 – Might need to cut in half in the middle (like mention in the other comment).
3 – If all fail, go see with your local bike shop if they can help. My LBS once helped me for free (±30min job) when my seatpost was stuck due to calcium in winter.
Don’t forget to grease when installing the new one.
Vice grips are actually quite effective
