The sticker on the tube says Campagnolo and the style screams 80s. Put it in an image identifier and see what it comes up as.

With no brazed on cable guides or bottle cage bosses, I would say more like 1970’s. The head lugs remind me of a Stella but not so much the seat lugs. The bottom bracket and fork threading would provide valuable clues.
